At the end of March, the Ministtry of Agriculture and Environment issued Decision No. 124/CCPT-DSĐG regarding the designation of official testing laboratories in Vietnam to test products of plant origin exported to Indonesia market, including the Quality Assurance Testing Center 3 (QUATEST 3).
In accordance with this decision, the National Authority for Agro-Forestry-Fishery Quality, Processing and Market Development (NAFIQPM) from the Ministry of Agriculture and Environment requested that the designated testing laboratories coordinate with exporters to ensure full compliance with Indonesia’s regulatory requirements for plant-origin exports, specifically:
  1. Documents must accompany the shipment:
    1. Prior Notice of the exporter (or representative) of Vietnam. Effective from June 4th, 2025, the notice must be issued before the consignment departs the port of export as prescribed in IQA No.14/2025. NAFIQPM has requested IQA to provide the full text of Regulation 14/2025 for reference, in the interim, exporters may consult the guidance form the U.S Department of Agriculture at https://s.pro.vn/wRrL. Exporters are also advised to liaise with their import partners in Indonesia for further information.
    2. Certificate of Analysis (CoA) issued by the designated testing laboratories must contain at minimum: Name of goods; owner of the consignment (exporter); detailed shipment information, date of analysis, analysis method; certificate number and issue date; and analysis results, which must comply with the maximum residue limits set for each product as listed in Apendix II QA9 815.
  2. Any changes to the designated testing area’s information – including recognition renewals, change of accreditation status (suspension or termination), address, legal representatives, must be promptly reported to the Authority for consolidation and submission to IQA.
  3. In the event of any non-conformity during the inspection or supervision of imported shipment from Vietnam, IQA will notify NAFIQPM to organize an investigation into the cause and take corrective measures and report back to IQA.
